Please open the Tarcer.nb notebook (without loading FeynCalc)
and evaluate all cells.
It should save a tarcer25.mx to a folder with
the value of Directory[]
This tarcer25.mx should load without trouble.
Alternatively, if you do not need Tarcer anyway, you can
uncomment the
(* Global`$LoadTARCER = False; *)
line in FCConfig.m
